Lately my school made internet changes, and therefore I can't go online on the most sites or clients that have online chat in it. Is there any way to trick this system, or a chat client that will still work? Right now Javachat and Chatzilla for ld4all won't work  .

Have you tried mibbit? It uses a different port. There is a link in my sig to a post with details about how to reach the ld4all chat through mibbit.

I'm at the public library and they have a chat block too. I don't even own a computer so I guess my I'll never learn how or get around it.

Try Mibbit, as Siiw suggested.
The server you want to try is irc.chat4all.org.
