Hypnagogic Hallucinations can actually happen without sleep paralysis. They tend to happen when someone is really tired or falling asleep or sleep deprived. Many people usually get HS at this time, without the imagery though. Yet, it's still normal to have them when tired.

I very rarely experience sleep paralysis. But I get hypnagogic hallucinations every time I go to sleep, whether I'm trying to get lucid or not. In fact if I close my eyes and let the imprint of what I last saw with open eyes dissolve, I start to see hypnagogic hullucinations after 90 seconds.
